Default 98 club car limo 48 volt

The yellow battery light comes on and off intermintantley. It looses power. I can turn the key off and turn it back on and it regains all power. Any ideas?

Thanks

Yeah. It's all been tightened. Cleaned. Batteries are at 16 volts per 2 batteries.

IF the cart is fully charged than the 16 -volts is to low for 2-8 -Volt batteries.

Do they all have to be unhooked because I can get 3 readings and the other 3 show nothing but I think that's because they are tied together?
