The On board computer? If so, it controls the charging process of your vehicle primarily. Secondarily, it keeps a reading of energy units used, a voltage reading, a recent charge history, and energy used since that charged history. Also it serves as a safety to the charger, preventing the car from running while plugged in.

If you are referring to the speed controller, it is what powers your motor, and it also has setting to make your car behave differenty, as well as troubleshooting abilities (all with the right, expensive, tool)

No, there is not a way to do what you mentioned.. However, there is a second serial number plate most people dont know about.... Its behind the keyswitch panel. Another idea, is go get like a dog tag engraved with your name, phone number etc.etc.... and rivet it beneath your floor mat... Mainly though, big intimidating chain, wrap around the front spring...
