I checked the wires again.
I unpluged the gray plug and used the yellow wire and the white w/bk stripe
it starts at 4.94 end goes down from there my meter is auto only so I don't ever get a zero but it goes down like it should.
Please advise.

So you are using the k ohm scale ?
like 4.94 would be 4,940 ohms where 5k ohms is 5,000.
Pretty close,

So besides changing the POT out,
is there anything you did just before it started F#$%ing up ?

I changed nothing before it start acting weird.
One day it was fine the next weekend it was doing this.
But I read a post where someone was having the same prob thats when I
checked the wires on the other one.

This is the measurments from the NEW POT box U got from ScottyB ?
What are (were) the readings on the Original POT ? (close to this ?)

I checked that pot box before shipping it was 0-5k everytime?

OK I have a diff meter
The OLD pot in the clockwise park position reads nothing then I turn it counter clockwise, at about 1/7 of travel it begins to read at 3.87 and goes down from there

The NEW pot because it is installed cannot read from fully parked position so the 4.94 reading I assume is because of the adjustment however from there it goes down gradualy to zero as it should.

PS: scotyb I mean no disrespect at all I am just new at this and learning as I go.

OK so it sounds like the old POT box was a little on the week side ant best and this one should offer more speed when you get the other problem fixed.

Replace the controller , its about the only thing Left which would cause this.
PS: it would be a good time to upgrade to a 400 amp controller if you so desire.
