You may gain 1 to 2 mph with the larger tires, but you will loose torque. There is plenty you can do to improve performance (example: controller, motor, wires...). If you can give more specifics on the cart we can steer you in a direction.

the lift kit will only limit your stability. This is basic as you will have a higher center of gravity. If you get bigger tires, you will loose torque and be slow starting. However, your top speed may increase slightly.

Tire size is the factor. The bigger you go the slower it takes off and puts more strain on the batteries. If you have enough power to turn them, you will have more top end speed. If you go very big you will want a torque or other upgrade.
Most people are happy with a "not fast" cart. Have fun!
