Default Is this Potentiometer bad?

Working on a 2001 Club Car, complaint is that it will not run or goes a few feat and stops. Voltages are good, 52.6 for the pack 8.4 to 8.6 for the batts individually, have put in new batt cables so I know all wiring is good.

So my first thought would be the potentiometer being bad. Took the ohm meter to the green and blue micro switch leads and cofirm it's good.
Then connected to the yellow and purple outputs of the pot. If I push the pedal slow to full press it only reaches 3.5k ohms. If I mash the pedal to the floor it gets to 4.5K ohms. It does it this way everytime. I test.

I have the cart on jack stands and the wheels do turn in forward and reverse but you can totally tell it's NOT full power and if the weight of the cart was on the wheels I am not sure how much it would move.

The other thing that seems odd to me is when the solenoid clicks it almost does a double click, like it lost input for split second right at first when the pushing of the pedal, which also makes me think the pot is bad.

So what do you guys think? What else should I test, and is there a way to by bass the pot to do a WOT test?

No Pot in a 2001. It is an MCOR. Here are the test procedures:

My bad, it is a 2000. It does have a pot (I do know the difference ). And I did test via a manual, but the symptons make me question it's quality.

CC pot reads 5k at rest to 0 at WOT.

Not this one... Only telling you what the meter is saying and the manual. This is from the manual.
