slow moving cart
03 electric club cart moves good forward 10 feet then slows down to crawel , reverse is worse .
batteries seem ok 8.5 @ 48v car tried output motor controler on other car seem ok cleaned all connections good |

so you are measuring Voltage with a digital Volt meter.

just a guess, I would check the speed sensor & magnet.

do the battery test as GMorrison suggested...and if they check out I would really listen to BIGDAWG...his field experience is not reflected in his post count--trust me on this one
