Default 96 regan no go

I am trying to help a neighbor,he has a 1996 48v with two solenoids.A wire has been cut to the breaking solenoid to disarm the electric brakes.A wire has been bypassed so the obc is also not used so the cart will charge. The cart was running fine for the last two years and now it won't go.When you turn on the key the solenoid clicks.I thought it was only suppose to click when you put foot on pedal.Maybe on this regan model it is differn't.Any help would be greatfull.

Yes,I worked on this cart today and this cart has 2 solenoids. It had no tow/run switch. Not on this model.Yes the regan breaking solenoid clicks when the key is turned on.The other solenoid does not.I took the pot box apart and it is working.I still need help just to get this thing going.

2. What is the total pack Voltage
3. Have U jacked the cart up and jumped the solinoid ?
4. Have all the battery cables been cleaned and inspected ?
5. does it act the same way in both F/R
