Default Charging issues

I am a newbie so please be kind to my lack of knowledge.
First of all I am trying to help my father-in-law with his carts. So my info may be a bit lacking. And as much as he works I am only able to see him like twice a week at the most. I am unsure of the year of this cart I am asking about but know it's a Club Car and probably mid to late 90's. He has told me a while back but with him having like 5 different ones It's hard to remember. Anyway he says he is having problems charging this cart. He has taken the charger in for a check on it and they claimed it was ok. But trying it on a friends cart it is doing the same thing. Evidently it is clicking on then immediately off when plugged in. I believe the batteries were new when this started. Did tell him about them having to have a bit of charge already to get it to start charging. I am hoping to get some info on what we could check for in either the charger or the cart itself. I have read other threads (and also saved them) where it will shut off after 20-30 seconds but haven't seen any one where it is an immediate shutoff. I told him of one I read where you bypass that solenoid and he said that it wouldn't shutoff after full charge. Can anyone tell me what they think could be wrong, or more info I could ask him for reguarding this.

Ok. Sorry for the delay.
It's a '97 Club Car with no f&r toggle. 48 volt. Let me know if there's any more info I will need to get.

If the charger is acting up on 2 carts and 1 of those carts is not having charging problems ... then my guess is that the dealer misdiagnosed the charger, take it back and ask them to charge a couple of carts with it?

Ya know I thought the same thing.
What if we just diagnose his cart. I have the feeling it is not the charger.
The dealer has been great to him for some time and I find that hard to believe that if they checked it and say it is ok, that something could be wrong with it.

U know if you could borrow the friends charger and have it charge the Cart in "?" this would offer additional proof, that it was in-fact the charger !

Check the pack Voltage before charging and again 30-60 minutes after charger shuts off.
