Low batteries. At 6.0 the 6v battery is empty. There is usually a date code stamped into the negative post base on each one. What is the code? ie: C5?
What type of load tester and what load test did you perform?

welcome to BGW

6.6 is really a high reading for any 6 volt battery (even new) read this.
State of Charge Readings

To get accurate Voltage readings measure across the entire pack (this allows for losses due to older or corroded cables),
Use a digital Volt meter and WAIT 30-60 minutes after charge completes (allow for surface charge to dissipate) .
