Default Motor short?

I am working on a 1991 Hyundia electric cart... New batteries, 36volt system, new solenoid. I have power going to motor but no go... I can take the ground wire from the controller to the motor and as soon as you turn the f/r handle one way it goes all out. When I checked the power to the motor I probed the case of the motor and got about 23volt on the cast cover.. and nothing on the field coil part?? not sure if this guy is good or bad? any suggestion?? Thanks!
