Default Motor or Controller Fried

1991 HA Club car.
Have just checked the Voltage at the Motor, I get 36.4V with the key off and the cart will not move. I have the same voltage across the large terminals on the solenoid which does not click.
Would I have to assume that with voltage to the motor and it Still won't move that the motor is gone?

Went to a Golf Cart Seller here. They have all of the parts. They gave it to me, no charge.
