Default 2003 club car ds not charging

I recently purchased a used 2003 club car ds (AQ0349 in serial)
Usually when I plug the charger in, a few minutes later it clicks and registers that the batteries are charging; however, today the charger would not click in.
Typically, the cart will not move if the charger is plugged in, but it will now? The cart runs fine and the batteries register 48volts, the charger also shows continuity across the +/- gray plug

I don't have access to another charger or cart and wonder if there are things I should try before buying a new charger. Could this be the OBC?

Visually check the fuse behind the charger recepticle under the seat.... can you get the same 48v reading by putting the voltmeter probes into the recepticle? If not you may have a blown fuse or bad connection of the charger wires to the battery pack?

Checked voltage at charger receptacle - strange, I only got 32 volts. checked again across the batteries and got 48. Anyone explain this.
The fuse looked good.

The same thing happend to me an it was the gray wire in the charge socket has pulled out of recepticle,,mine would move while plugged in ,,but not after i fixed the wire.Everyone said my obc was bad,,not so.....

Happend to me also ,checked and read 36 volts ,,,gray wire on charge recepticle was pulled out and lost contact ,,repaired wire now reads 48 volts.

if the cart is able to be run with charger hooked up your OBC went bad thats why charger won,t work and why cart moves with charger hooked up.......................
