Default 2003 Club Car Problem

My car does not move. The batteries are good and i have checked the motor. When I press the accelerator nothing happens. Could it be the controller? If so how do I check it without replacing it? I have replaced the OBC and the solenoid. Any help would be great!!!!!!!!!!
