Default brakes still a draggin

ok replaced the bad cables checked all my brake hardware and all looks good. still when i put the drum and tire back on they drag like something is out of round. can loosin lug nuts and seems all is ok. but tighten them back up and drag drag drag. i have put: new brakes ,drums ,and cables. did not have this problem before i changed them but did not stop hardly at all due to drums full of mud.

One of the things that the old mechanic taught me is to set the shoes. Put the drum on and adjust the shoes out against the drum snugly so the adjuster gets hard to move. This will put the shoes out evenly with the drum, then back them off until they just barely drag somewhere on the rotation. This means that they will only touch in one place not the entire rotation.... Now the shoes are in the proper position .......I rarely hear anyone mention this anymore? Maybe it will help?

Dog also he states when he tightens the wheel it drags.
Check the shoes to the old ones? are the new ones wider?
Re set all the hardware.

the drums do not have a hole the book says that the trailing shoe should have part # 17L on it and the leading shoe should be 17T. if by trailing shoe they mean the one to the rear of the cart then i have them on correctly. did not know i could open up such acan of worms.doin a brake job on a golf car......geez thanks for all the input

dont know who said it it but WTF seems to fit
