Default Drag from Somewhere

As with last post, my caveat first -- I'm a newbie, and not technically experienced, but want to do as much on my '99 CC as possible. Cart seems to drag. Like the differential is running in tar, or the rear wheels are grabbing. I've changed the gear oil in the differential. Lubed the front wheels and steering, taken off the rear wheels and made sure (as much as I know how) that the brakes are not dragging. When rear is up on jack (one wheel off ground) it takes an effort to start rear whell spinning, and it slows down rapidly. Same for both wheels. No noticeable catches in either, they just don't spin freely, either one. Regardless of fwd/rev/neutral; brakes NOT engaged.

Is there some lube for the rear that I'm missing? Feels almost like I'm turning the whole drive train and motor when trying to spin the wheels.

End result = cart is slow, slower, slowest thru' 18 holes, and charge goes down to very little by the time I'm through. All on new batteries by the way.

I am no expert like others here, but are they hard to turn by hand while off of the ground ?

You have either got bad brake cables or the shoes are dragging.

GolFCarFixer. It's not brake drag. Even with wheel off, and brakes exposed (with nothing for them to rub on) wheel is still very difficult to get to spin.
