So just to add to this, when testing the fuse be sure and check between the outlet on the receptacle and the fuse holder, not just the fuse.

Good call subabud! At that time the receptacle was still pretty much a "black box" to me and I hadn't thought through the fact that the bottom prong connected to the gray wire, fuse and then beyond.

The other clue that helped in hindsight was my father in law telling me that connecting the charger felt "looser" than normal.

I'm just glad its fixed. He used it today, ran the boys to school on it and said it works great :)
