Default 96 club car

I have a 96 club car that the charger relay has been jumped out on. The car will go if you plug the charger in & jump the solenoid. But will not do anything if the charger is unpluged. The car was already like this when I got it. How do I Fix it? Thanks in advance for your help.

P.S
It is 48v

Is this a duplicate post? I already responded to an identical question?
