36 volt charger will work if by-pass relay put in new relay will not wk

Bad D/C cord or A/C cord, you can check those with a multi tester.

check the voltage on your batt. pack, if low will not close your relay, however, if you are jumping relay to start [and then remove jumper]while you are plugged into cart it should work to charge your batts. also perhaps you have a bad board. kirk

I did mis-read, did you check D/C cord? Did you check output with the relay jumped?
