Default voltage question

02 IQ cart, should voltage at the receptacle be the same as battery pack? I am getting 50.2 at the battery pack and 37 volts at the receptacle is this right?

Thanks for the reply! I was just wondering, my charger didn't cut off after 16 hours so I unplugged it and started checking things out!
