sounds like the work of gremlins.

don't feed them, or lend them your multimeter....You're going to need it.

Test your batts (refer to stickies). Find the diagram. Follow the flow starting from positive battery terminal till you find something not doing what the diagram says it should. Everything is hard to get to, and it takes forever.

But on the upside , it sounds like you might end up with enough spare parts to build another cart.

You didnt tell us what 1996 club car you have, but I assume its a 48 volt cart as you mention the obc. Is your cart a series model or a regen or IQ cart? all which can make a difference in finding problem solutions. The OBC is only to control your factory battery charger. It sounds like you have a problem with your Potentiometer ( pedal speed control ).
What unit do you have? There were two different units used in 1996, one is V Glide ( pie shaped unit mounted between batterys under drivers seat ) or a black unit mounted under drivers side floor board connected directly to pedal? The last is no longer available, while the V glide is still available complete or parts. The V glide has small resistors mounted on back side of glide box that when internal contacts are made varies power to solid state controller.
Please advise of what type you have.

OKAY so do you have a basic wiring diagram of the cart yet? The pot is a simple ohm test 0-5k ....... what do you have?

Go to a the sponsor page and pick one near you. Ask for part # 20524 for 36v or #20522 for 48v Do you have the diode?
