Default Please straighten me out electrical question

Hello again. I just can not seam to figure part of the electrical of my 1995 CC DS 48 Volt cart. Part of my confusion starts with the voltage converter or reducer that is currently on the cart. Also the cart has either manufacturer or dealer installed lights and horn. Pic attached. Could someone briefly tell me how the system functions through the cart and any main components it may go through.
Here is what I have figured out:small wire from pos terminal battery #5 goes to fuse box on frame, voltage there about 16.9 volts., from pic below black lead goes to ground block on wall near charge receptacle, other black lead goes to controller B-. If I read voltage from wires up by headlight with light switch on it reads 10 volts. Also key switch has 48 volts on one side of switch and also 48 volts on other side when switch is turned on.

I originally thought it must be using 2 batteries and then reducing down to 12 volts but with the fuse block reading 16.9 volts I do not understand. I ordered the othe day new voltage converter to go from 48 volts to 12 volts but maybe the one installed will do the same. I am just confused. Not sure how voltage is dropped to headlights and I would think it should read 12 volts. Has any one seen wiring diagrams of dealer added lights , horns, and brake lights?

when you read the fuse block, where did you have your negative probe?

If you place your negative probe on the ground block, and your positive probe on the fuse block what reading do you get?

The converter you pictured is the factory converter that handles reduction via the ground instead of the hot. If you ordered a new converter that goes from 48 - 12 you should hook the output side to the groundblock and the fuse block and remove the factory setup.

I put the negative probe on the controller B- which showed 16.9 volts and also on the ground block which showed 15.3 volts.

Also there is a dimmer switch for headlights on floor board.

I still have problem seeing different voltage at fuse block and headlights. Maybe I should install new voltage converter when it gets here.

By the way the lights and horn work ok. I originally was thinking I was drawing from only 2 batteries and wanted to draw from all batteries.

sounds like the factory setup may have gone bad. As I said previously, when you get the new converter, hook it to the ground block and the fuse block and you should be fine.

Thanks rabbitreborn for the help. With your help and some help from a local friend I think I have this figured out now. What I did not think of was the voltage reducer does not drop the voltage down to 12 volts until the load is applied. With all acc. turned off and with meter leads on ground block and fuse block it would read 16 volts. As soon as you apply a load like headlights then the meter will read 12 volts. I am still waiting for new voltage converter to arrive and then I can use full 48 volts to drop down to 12 volts.
