Default new project 36v resistor cart?

ok guys...possible new project,

I think this is a 36v resistor cart? it doesn't run, possibly bad charger, batteries aren't very old although not sure exactly how old,

need opinions/suggestions on what to check to get it running...what should I check other than battery charge?

what year cart is this?

check out the pics, what do you think this cart is worth?

thanks for any help.

serial # A8122 22568, I can barely read the last numbers though.

i have that same charger. i took a meter and plugged it in. mine read 43 volts

43v coming from the charger.....????

that means a bad charger......right?

any idea what we check to tell what has gone bad in the charger?
