Default 95 club car ds 48 volt how to test controller

ive got a 95 club car electric 48 volt. cart will not move and was wonderind how to test the controller. found a test procedure that says how but it says should have 48 volts to start with then when press pedal dow should have 48
only have 31 to start then 48 when press pedal down

its a curtis 1204-410 controller

also put new obc on it last summer

start with your basics before going to controller..........is the solenoid clicking when you press the go pedal? if not try jumping the large post on solenoid.....jack rear up and with key off get a peice of 6 gage cable and use it for your jumper wire............jump large post turn key on put in gear and press pedal if cart rund replace solenoid......if not than check each battery for voltage.......charge cart till charger shuts off let sit an hour and test each one.......write #,s down and than load test batteries write #,s down.......grab tug and twist each cable to make sure they are tight.......also if needed clean connections.....it only takes one bad one to stop cart.................if batts and cables are good than get a 10 gage wire and a few alligator clips make a jumper wire about 5 to 6 ft.......hook one end to solenoid small post with yellow wire jump from there over to #6 battery neg. post see if cart runs.........on the rear of the charge receptical under seat give that grey wire a pull make sure it stays put if it comes out theres your problem.........if cart runs with the jumper from solenoid to #6 battery your OBC went bad......but check all this basic stuff 1st theres a good chance you may never get to the controller............so when your done with this stuff post your voltage #,s and if any of the testing did anything and we can go from there......................................by the way welcome...............
