Default 94 Club Car w/Resistor Coils Perhaps Solenoid Problem

I have a 94 Club Car with resistor coils that the switch acts like its jumped out all the time. Able to get on and go with switch off but this problem is intermittent. I have already checked the main switch and the microswitch on the forward/reverse switch and both are functioning correctly with no short. This motor works fine because it does go when the pedal is pressed however electricity jumps (at the forward reverse switch) when forward/reverse switch changes position. It did not do this before. What could be the problem?

Sounds like 2 problems;
1. solenoid welded "on" (or activated constantly)
2. Speed wiper not returning to "off" position fully

First off its 36v with a previous owner however matches up to wiring diagram I have. We pull the pedal all the way back (with our hand) and it still doesn't work properly.
