Default V-glide question

Well i got my new v-glide in (no easy task for me) and was wondering about the bottom stud that goes all the way through and has the arm assemble wire on it....is it supposed to be loose enough to swivel a little or tight?

I make it so it is tight, moveable contact arm wire, then on the other sidemake those wires tight also.
