Default Seloniod problem?

Changed out some cables on a Club Car 36v with v glide that was not running.
Batteries are at 37 v and one side of the seloniod is 37v and the other is at 18v. Do I need to replace it? If I jump across it the cart will run.
You can hear it click when the foot throttle is moved.

Sounds like it is bad, just because the solenoid clicks does not mean it is good.
