48v le0520534539 these are the only number I could find and I do not know where the lever switch is
if you are talking of F/R switch it is a rocker switch that has F-N-R

OK you have a DS model IQ shunt controlled cart. You seem to have covered the normal problems ( batterys and cables )? #1-Now are your batterys fully charged ( charger left on until turns itself off? ) and have you checked total pack voltage by using a digital volt meter as you should read at least 48 volts? Batterys are like gas in a auto if its not fully charged and properly hooked up its not going anywhere? As you own a sparky cart you really need a digital meter, nothing expensive $5-$20 should do very well, only make sure scale is at least 100 volts?
#2-Can you confirm by listening for solenoid click when pedal is first pushed down and again when letting up on pedal? If it does then you might try putting a heavy jumper cable across the 2 large posts on solenoid and see if cart runs correctly? Just because solenoid clicks doesnt mean its making internal contact.
Let forum know what you find so far.
