Default 48V Charger not Charging

We are having trouble getting the cart charged.
When we plug the charger in, we get nothing, no click or hum, the meter does not move.
We bought a new charger and it does the same, no click, hum or meter.
Have read the article referred to on a earlier post, do not quite understand if the timer is in the charger or in the cart.

Couple things to check. Trace the wires from the charger port and make sure they are connected. Also, read the pack voltage both at the battery terminals as well as where the charger plugs up to the cart.

Checked all connections. Voltage readings, Battery Pack 47.74,
Removed the Charger recepticle and checked the voltage on the Pins. On the Battery side of the pins I have 35.4 Volts, moving the probes to the other end of the pins I get 34.0.
If I use the number 6 battery as ground, the voltage on the back side of the connector is 47.74, the same as the battery pack.

The charger voltage is 49+ volts.

Go to Lester Electrical web site and you will find a diagnostic sourse for your model charger, or look at STICKIES on forum site.
If you bought a "new charger" that is correct for your cart then you may have a problem with your OBC ( on board computer ) and you can test it by doing the following-
Remove inline fuse from back of charger receptical and with a jumper wire go from fuse contact to ground on #6 battery ( rear battery under drivers seat ) and when charger is plugged in it should charge. This means OBC is defective and needs replacement.
NOTE DO NOT CHARGE THIS WAY AS YOU WILL OVER CHARGE BATTERYS AS CHARGER WILL NOT SHUT DOWN
