Default stray voltage on chassis

Everything is runing on the car with no issue (2004 Club Car igen)... when i put voltmeter on battery pack positive and common on chassi i get 1.75 volts.... the battery tray was cleaed with baking soda... my lights work ..i have 48 v olt to 12 volt reducer. Even when i disconnet all wires form reducer i still get 1.75 volts from battery pack to Chassis.... what is causing this thanks

If U have a digital meter , it may switch automatically, so look close to insure it's not mV
mille Volts.
Also if it is a real voltage then it should lock in and stay there and not run up and down .
