Ok I get that twice the resistors means half the heat/damage but is you were to say run 48 volt solenoids could u simple but the two resistor coils on each solenoid and eliminate all the extra wiring?

Wiring missing in your diagram is the feed to each micro in pedal speed controller as you only show each wire from micro to solenoid wiring.
If you are in doubt yes I would replace the F&R control with later model as its easier to put HD contacts than old style? This is not the reason why your solenoids dont click unless the F&R micro is bad?
I am referring to your diagram wiring colors in following tests.
To test for problem start with blue wire from #3 battery positive to #1 micro and when activated micro feeds main solenoids through green wire ( nearest drivers side ) then test all feed wiring going to other micros in pedal speed control. Confirm that buss bar has volage feeding other solenoids.
If all tests good check yellow wire from key switch to F&R micro, then red wire from micro to main solenoid ground and green jumper to all solenoids.

Its hard to see in the pic but the wire feeding the micros is blue coming in to the first micro then yellow jumper wires to each micro in the box off of the first one. Thanx for your troubleshooting advice i will do some more testing and let you know.

ok so i figured out my problem. i had a wire that was broken that i couldnt see. also my two master solenoids were bad just in case anyone was wondering!! Thanks buggies for all the help and suggestions though!!!!
