i only get about 13 volts out of the controller, the motor truns.

That is correct series, I was using his words, he was hooking them up in parallel,
and I did not want to be too confusing, but it looks like I was anyhow.

What are you using for a throttle position indicator?

Reason why most people can't bench test a controller is because you need a battery pack, a throttle input device, a solenoid, and well basically most of the cart on the bench LOL

i put 6 freash bateries in the cart.
the voltage goes up as i press the throttle but only to 13 volts
