Default Low Overall Voltage-Effect on System?

So the cart I picked up a couple weeks ago was sitting in a barn for quite some time. Since most of the wires were ripped out, I have busied myself making new connections and preparing to start the re-wiring per the diagrams found here.

Last night I put all the batteries in sequence (attempting to make the 36 volts). However, once I put the meter on, I realized I only have 23-24 volts overall. I have a charger, but don't have the wires hooked up yet. Will I be able to wire the cart and check things out with this low of a voltage? Will it be enough to "kick" the solenoid and motor? Or do I need to pull each battery and charge them separately to get true results?

Put the 2 lowest batteries in the middle. Connect everything up and put a 12v charger (on it's highest setting) on the 2 middle batteries. After about 15 minutes of charging test the pack voltage again... when it gets up around 30v plug the cart charger in.
If the cart charger starts, unplug then disconnect the 12v charger.
