Solenoid has 48v positive on both large posts? Either it is welded shut or it is being constantly activated.
Disconnect one side of the solenoid small terminals. If you still have positive 48v at both terminals the solenoid is welded & should be replaced. That is dangerous to operate but not important for the controller test.

Yes fwd and rev switches are working. sol. is also working . Checked both w meter.
