Default Batteries stolen / replaced..still no luck

I need some help. My cart was hit by the druggies last week and they stole all my batteries and cut all the cables (and the neighbors) I used the wiring diagram for 36 volt EZ GO and hooked everything up as stated with new cables. The batteries are taking a charge good...but the cart doesn't seem to be getting any power at all. Still need to charge some more? Are there any resets to do when this happens. Any help will be appreciated. It is a 1999 Electric TXT per the serial number search. Am I missing something?
