Default Locked up rear end

I have a 1999 Club Car that is in fair shape, but I flipped it over yesterday to clean up the underside and test the motor. When I complete the circuit the motor tries to turn, I can see the hubs turning, but the whole thing is locked up somewhere.

How do I go about troubleshooting to figure out what exactly is locked up?
I'm guessing its the brakes, because they look like they're pretty rusty.

than thats where you need to start brakes.......get hubs off and start fresh also make sure brake cables arn,t hung up............................
