Thumbs down 97 club car electric

I have 2 1997 club golf carts .One is mine and one is my newphews in a different town. They batteries are fully charged on both . When i push the pedal the carts it will lurch forward a little bit and then it stops. The same thing happens in forward or reverse. You can hear the seliniod kicking out. Replaced the siliniod on one of them and had the same results . Not sure what to try now. Any ideas? The serial number on them is A9726-581042 A9726-581057. They have no tow run switch. There is no yellow wire going to seliniod. I assume one of three things wrong. obc, potentometer, or f/r switch. Both chargers work fine and will charge. Even after charging and testing that batteries have 53 volts the battery light on dash will come on. All conections are clean and tight. HELP.
