UPDATE: He brought car to me this morning. Ran test after test after test. Every wire in the 24 pin connector is in tact and in good shape. V-Glide checks out fine, OBC checks out fine, everything points to a bad controller. Don't have a Regen2 controller in stock today to try. Will give you guys another update when I receive the controller.

UPDATE #2.... Fed up with this car.. First car in ten years I can't make run. I've narrowed it down to the wire harness. It's the only thing it could possibly be. I've tried everything. I'm thinking that somewhere in the midst of cutting, splicing, moving pins, pulling and twisting on the harness that a sonic weld has gotten weakened. Not broken, but weakened. It's all I can figure. I've ohmed out every single wire in the harness and they check fine. Any good electrical guy knows though, that just because you've got continuity with a meter, doesn't mean it's got good power flow. I'm thinking a wire is partially broken and cannot carry the proper amperage to allow this thing to work. I've even gone far enough to replace the motor, controller, OBC, hooked up a brand new MCOR, new solenoid, pre-charge resistor.... and still.... NOTHING. I spoke with the customer today and we've decided on converting to an IQ system. We'll be replacing the V-Glide with an MCOR and installing a wire harness for a 2002+ DS IQ with a good used IQ controller. I figure IQ is the best deal for this guy because it's going to allow him to keep his current OBC and Plum Quick Bandit motor without changing them. Not to mention it's 10,000 times easier to work on. I'll let you guys know when it's ready. All I can say is WOW.

OMGosh! I'm so 3000 miles away from this cart

I had a cart like that once..... ended up replacing the wire harness like you said.

I feel for both of ya, but the poor mechanic that gets saddled with these carts never paid for his time.... I had an ezgo a few weeks back, weak sonic weld. They are nearly impossible to diagnose and sometimes harder to find.

Runs about 26-28MPH with plenty of power. Turned out real nice.

Read this whole thread and glad it's up and running. I assume my 05 CC Pres has an IQ setup? Vin PQ05. Is or why is this better then the regen?

Yep it sure does. The IQ is much better than the old Regen systems for many reasons. More efficient, easier to work on, faster speeds to begin with plus you can increase the speed without changing the motor or controller. Just get it programmed. Most importantly, it's got WAY fewer problems than the old stuff
