Default Dropping voltage

My buddy has a 1985 club car that he just put refurb batteries and new solenoids in. The cart won't go more than 8 mph forward and reverse. It seems to be dropping voltage when you drive down the road. It has 36 volts and then when you drive it down the road it drops to about 24 volts and drops more going up hill. What can we try to get more mph out of this cart? Thanks

if the cables are good clean and tight i,m sorry to say its the batteries......do a load test on each one and test each cell with a hydrometer and than if he bought them from someone.......take them back................

1 one or more of the batteries are bad
2 they were never charged correctly
3 bad connection

start at the bottom and work up
