Default My dads 98 36V, real slow, advice?

My dad got a CC a while back, its a resistor cart and he installed brand new batteries. It does have 22" tires and its a dog! Got the best of 10mph with just me on a flat road with no head wind.

I have a gasser and know nothing about elec carts so any and all advice would be greatly appreciated.
