doesn't 45 Volt pack reading sound rather low for all new off the shelf Batteries ?

yes it is very low.......they have been sitting a while but still enough to turn charger on.........if it were me i would take them back and get fresher ones.....................................

Yep. Cable definitely running through the OBC. Getting 55V at the charger receptacle. Assume 55V is open circuit voltage out of the charger. If the SCR was firing it would drop down to something like 49V. For some reason the SCR is not being turned on.

I have a circuit diagram of the whole cart so there is no problem with OBC hookup. I need to know what is inside the OBC as I suspect the SCR is shot.

i couldn,t tell you exactly whats inside since its a sealed unit and not meant for repair..........but if i had to guess i would say theres a circuit board and a few resistors and diodes of some sort..........................

Never seen one taken apart ,
The Manufacturers Web site May have a wiring DG or additional test procedured .

Who makes it and what is the Model # ?

You DID install the new dash light that came with the new
OBC didn't you? I have seen this before, where the new OBC
was installed, but, they left the old RED light in the dash. It
worked for a while, and then the charge problem began.
