Smile power wise 28115 go4

I have a power wise 36v charger and it has power to the cord 110 in and the transformer is humming . with a volt meter i have 39.2 volts on the back side of the aluminum plate witch has what looks to be a fusible link on one side of the meter with a 50 on it and the other side is attached to the plate with what looks like 2 theremo connectors with 2 wires to the transformer and charging wire . now with a volt meter it reads 39.2 v on the back side of the plate but not on the charging side and the ammeter does not show anything the batteries will only charge up to 35.0 volts and no more . any help would be appreciated

the timer board was burnt out and the diodes were replaced and hooked it up to cart and blew the fuse again . so i run the volt ohm meter one more time made sure the white wire on p + and black wire on the battery was N - SO i checked the voltage at the charger end and showed -36.6 volts ???????? . so i moved back to the plug on the cart and found that the wires inside the plug had been crossed and switched at the cart plug so when running the continuity from white to white wire i had no continuity but black to white . I HAVE CONTINUITY so lesson learned don't believe the one selling that they used the charger on there cart and it worked fine !
