Default 1976 Club Car charger needle staying in green?

I have recently replaced the 36 volt batteries and one solenoid that was cracked, everthing was fine untill the other night when I plugged in the Lester Charger the Amp needle never left the green side? I know the batteries were needing a charge because I had used it for about 2 hours,
I put a volt meter on the output wire on the charger and it is putting out volts so I know the charger is working, any ideas on the problem??
I was thinking that maybe one of the solenoids was stuck?

you talking about the gage on the cart?.............................

the amp gauge on the charger stays in the green, so the charger thinks the batteries are charged and will not put out any volts,

I disconected the batteries from the cart and wired the charger cable direct to the batteries, taking the solenoids and the microswitches out of the equasion, and the charger needle stayed in the green only putting out 35 volts, I am going to check the heat sink and the capacitor today,
