Default Determining multimeter readings CC 48 volt series cart

I have a 2000.5 CC 48 volt series cart. When testing the controller terminals w a volt meter on B+ and M- if my reading peaks at 23 volts when peddal is fully depressed, what is that telling me??

That you havd 23 volt differental between the two(2)

My problem is my cart won't move. It melted the f&r switch that's when it all started. I've replaced: new HD f&r switch/lever, motor, controller, HD solenoid, full 4ga wire set, and all new batteries. And the cart still will not move. It just shutters a little and if anything tries to go backwards even though it's in forward. Someone on this forum asked me to get some volt readings from full batt pack, b+ & b-, and then b+ and b- but they won't tell me what that means. I got 51.4v on the first two tests but only 23v on the last. My old beater cart, 99 CC 48v gave the same readings at all 3 tests, 48volts. What exactly does the b+ and m- test mean??? Thanks
