Sounds good, I assume an aftermarket motor? Then cable change out? Solinoid and controller? Currently getting 14mph, 30% increase gets me to 18.2 mph.

Send your motor top Plum Quick, they should be able to get you close to 25mph with just a rewind. Add 4ga cables and you should be good to go.

Installed 4g cables with new batteries, how about 400-500 amp controller?

400-500 amp controller will help but your motor is whats limiting you right now. PQ can rebuild your 48v series motor or you can get a 36v series motor from them for an extra $100.00 I think. If you do go up to a 400-500amp controller, you will need a HD solenoid also. Give PQ a call and see what they say will be best for you and go from there.

Their number is busy because 2 of my cousins have had their carts there the past week and they are still asking Carson questions. The phone is much better for a response than email though.
