Default 95 will not charge

I have a 95 club car 48V that will not charge. The batteries are good, almost brand new, checked out. I have eliminated the charger being faulty by trying a known good charger. Went through trouble shooting list. Tried jumping the grey wire from charging socket to #6 negative cable to bypass OBC but that didn't work. Total voltage is 45 so not due to too low volts. I tried resetting the OBC several times. When resetting and reconnecting the negative cable there is a pretty big arc (spark) which seems excessive. Is that normal?

is it a single solenoid or double solenoid cart? does cart still run? if a single solenoid cart try running a jumper from small post on solenoid where yellow wire is over to neg. of #6 battery see what that does......i,m only guessing but if the charger works on other carts and the fuses are good on yours i would change the OBC..................................

It is a single solenoid. I tried a jumper from small yellow post on solenoid but no luck. Any more tricks to check or bypass OBC?

if the cart is running and just not charging you can open the charger up and bypass the low voltage sensor that should let charger come on...........keep in mind if you do that the charger will not shut off so you,ll always have to moniter it...............should be in the stickies how to bypass its a simple thing.............................

I learned the hard way to unhook charger from car not just from ac plug before disconnecting battery negative to reset obc
That will account for some big arcs
