I know my basic wiring I never hooked up a cig lighter before and wanted to make sure I was doing it the way I think it should be done. If you are a master at wiring you could have just answered my simple question instead of being a know it all I look for help and advice on this forum.

Outer case (probably where flat spade connector is) serves as the negative connection for lighter. Rear center (probably where the "round bar" connector is) serves as the positive connection for lighter. Lighter should have come with a fused wire that connects to rear "round bar". Run these two connection points to respective 12v supply's pos and neg source.

It didn't come with a fused connection for the round bar that's the part that was confusing me

That is exactly correct.

Spade (flat) Connector = Ground

Post (round) Connector = 12 Volts Positive with either a Fuse or a Circut Breaker.

As always, ground to the power source (converter / reducer or battery) and NOT the Golf Cart!

If you need the connector, head to your local auto parts store and check the Help! section.

If it's not on the shelf, the person behind the counter should be able to help you.

You're going to have to supply your own fuse or circut breaker. In non golf cart applications, the lighter connects to the fuse box. This is why they are not supplied with the replacements.

Hope this helps,
