Default 99 club car charger

just bought a 1999 club car 48 volt series ,problem is the batteries dont have enough volts in them to turn the charger on .can someone tell me how to jump the charger so it will come on.

You can see if this helps. Note two wires in center of pic that are being jumped.

CAUTION: this bypasses the OBC and charger will not automatically shutoff . . . monitor the charger and only bypass long enough to bring pack voltage above 38v.
