Charging Suggestions

We use our golf cart most every weekend during the Spring and Summer but in Winter often there are 2-3 weeks between use.

QUESTIONS #1
*Should we leave on the charger 24/7?
*Had thought of getting a timer and have it come on every 2-3 days to keep batteries charged.
*Wondering what is best for the batteries year round. Again, at most it get used every weekend.

Have been told to leave off charger when gone for extended time; mainly to avoid any damage during electrical storms.

QUESTION #2
I replaced with batteries in 2009 but these batteries have never performed as well as prior batteries. I have checked the connections, clean all connections, check each cell with hydrometer that checks out fine. Cart just seems sluggish and struggles on slight inclines with full charge. If not the batteries, what would be logical next thing to check. Any suggestions?

Year/Make/Model? What kind of batteries do you have?

2001 Club Car 48v. Batteries are Interstate Batteries. I don't know much about batteries but I suspect there are different qualities; however, with a full charge I would think they would perform well at least the first 5 minutes or so. Previously had Trojan batteries and these have never performed as the Trojans did when they were new.
Probably not relevant but these batteries seem slightly smaller than the Trojans.

Friend suggested it could be a controller problem. I'm trying to trouble shoot.
I have not done a load test on these batteries, but as stated before, all cell checking with hydrometer are OK.
