Default 99 club car will not move

I have a 99 ds club car 48 volt and when you push the pedal all you hear is the solonoid clicking does any one have any suggestions i have checked the controller and it has 48 volts going to it. Is their any way to test the motor to wire it direct to see if the controller is bad.
