lights on gauge flash but still have power

hello im a new member i have a club car golf cart serial no HD1113-182690 having been used over the winter it has now started to tell me the batteries are empty even when they are ok if i turn the key off and back on again it goes back to normal but slowly the gauge will move down even when left standing i have checked all batteries they are fine and replaced the leads anyone ever had this problem
